Overview
The Food and Drug Administration (FDA) intersects with the Environmental Protection Agency (EPA) and the United States Department of Agriculture (USDA) in several ways to ensure regulatory compliance and food safety by sharing information and coordinating inspections. Panelists will discuss the focus of each agency and how the agencies work together on food regulatory matters to ensure food safety, agricultural biotechnology as well as their commitment to work towards their goal of reducing food loss and waste by fifty percent by 2030.

ANN M. BEGLEY is Chair of the Food & Drug Practice at Wiley Rein LLP and counsels clients facing legal and regulatory challenges involving products regulated by the FDA. As it concerns her food practice, Ann’s expertise ranges from advising on and facilitating access to regulatory approvals and notifications associated with new food, feed, and dietary ingredients to advising on labeling and advertising requirements for conventional foods, medical foods, and dietary supplements. She regularly advocates on behalf of clients addressing compliance matters, including regulatory inspections, recalls, import detentions and alerts, agency warning letters and other agency enforcement actions. In addition to her significant experience representing clients before the FDA, she also represents clients before the United States Department of Agriculture (USDA), and the Federal Trade Commission (FTC).
CONRAD CHOINIERE is the Director of the Office of Analytics and Outreach at the Food and Drug Administration’s (FDA) Center for Food Safety and Applied Nutrition. Dr. Choiniere provides executive leadership for a broad portfolio of scientific and regulatory functions including risk and decision analysis, social and behavioral sciences, epidemiology, biostatistics and informatics, education and outreach, and food defense. Dr. Choiniere chairs FDA’s Toxic Elements Working Group which prioritizes the agency’s efforts to reduce exposures to lead, arsenic and other heavy metals from foods to the greatest extent feasible. Dr. Choiniere has a PhD in Agricultural and Resource Economics from the University of Maryland and a Bachelor of Science in Chemical Engineering from Johns Hopkins University.
LANA COPPOLINO SUÁREZ is the Associate Chief in the Materials Management Branch and leads the Sustainable Management of Food efforts, under the Sustainable Materials Management Program at the Environmental Protection Agency (EPA). Lana joined the agency in 2004 and previous to her present position, she supported federal agencies meet sustainability goals, coordinated federal partnerships for urban waters, and reviewed pesticide labels. She served as Peace Corps volunteer in Nicaragua from 2000 – 2003. She attended the University of Michigan, School of Natural Resources & Environment and received academic training in Environmental Policy and Behavior.
HANY SIDRAK was appointed deputy assistant administrator for the U.S. Department of Agriculture’s Food Safety and Inspection Service’s (FSIS) Office of Field Operations (OFO) in May 2018. Dr. Sidrak has been committed to ensuring the FSIS’ Strategic Goals – 1: Prevent Foodborne Illness and Protect Public Health; 2: Transform Inspection Strategies, Policies and Scientific Approaches to Improve Public Health; and 3: Achieve Operational Excellence – have been successfully implemented. Some of Dr. Sidrak’s major accomplishments consisted of developing and leading modernization efforts, including the Hazard Analysis and Critical Control Point-based Inspection Models Project, New Swine Inspection System, and New Poultry Inspection System. He plays a critical role in guiding OFO district offices that oversee more than 6,800 geographically dispersed plants to ensure that meat, poultry and processed egg products are inspected for wholesomeness, safety and proper labeling. In addition to domestic and exported products, Dr. Sidrak leads the inspection of imported products to ensure that public health is protected at home and abroad. Dr. Sidrak joined FSIS in November 1991 as an in-plant veterinarian covering large volume poultry producing establishments in the Delmarva and Shenandoah areas. Moving to FSIS headquarters in March 1997, he has served as a staff officer with the Office of Policy and Program Development, director of the Recall Management Staff, and program manager for field operations. Dr. Sidrak served as an executive associate for regulatory operations from April 2012 to May 2018, where he provided leadership to the district offices and field personnel to protect the public’s health. Dr. Sidrak is a 1984 graduate of Cairo University, College of Veterinary Medicine.
