Cosmetics Legislation and Litigation: Piecing Together the Regulatory Puzzle

NATALIE RAINER is a Chambers-ranked attorney who advises food, dietary supplement, cosmetic, and consumer product companies on regulatory compliance, risk management, and litigation strategy. She counsels manufacturers across the supply chain, including finished product companies as well as producers of food-contact materials, additives, and processing aids, on requirements administered by the FDA, USDA, TTB, and FTC.
Natalie is widely recognized for helping clients navigate product labeling, marketing, and advertising claims, including nutrient content, structure/function, organic, natural, sustainability, and other consumer-facing representations. She combines regulatory knowledge with practical litigation awareness, helping clients assess and mitigate class action and enforcement risks.
Her practice also encompasses emerging state regulatory requirements, including extended producer responsibility programs, environmental marketing restrictions, and regulations addressing contaminants. Natalie regularly advises on food safety, recall management, Food Safety Modernization Act compliance, and government matters involving adulteration, misbranding, foodborne illness, and allergen concerns.
Natalie has successfully secured FDA clearances through GRAS Notices, Food Contact Notifications, and Color Additive Petitions, supporting the introduction of innovative products to market. In addition, she represents clients in matters involving Proposition 65, PFAS, microplastics, heavy metals, and other emerging contaminants.
